In April 2011, the Office of Management and Budget (OMB) issued Memorandum M-11-19: Retrospective Analysis of Existing Significant Regulations. Issuance of Revised Parts I and II to Appendix C of OMB Circular A-123

On April 14, 2011, the Office of Management and Budget (OMB) issued government-wide guidance on the Improper Payments Elimination and Recovery Act (IPERA) in OMB Memorandum M-11-16: Issuance of Revised Parts I and II to Appendix C of OMB Circular A-123. The guidance is the latest in a plethora of initiatives aimed at reducing improper payments made by the federal government. Grants.gov Update

The Grants.gov Program Management Office (PMO) continues to work on disaster recovery efforts, as this is a high-priority requirement for maintaining system reliability and availability for all users, including applicants, grant-making agencies, and other grants community stakeholders.

The PMO is currently in the process of recompeting the contract for the system integrator. The PMO’s goal is to award a new contract in September 2011. « Read the rest of this entry »

Final Guidance on Implementing the Plain Writing Act

In April, the Office of Management and Budget (OMB) issued Memorandum M-11-15: Final Guidance on Implementing the Plain Writing Act of 2010, which became law on October 13, 2010. The purpose of the Plain Writing Act of 2010 (hereafter the Act) is to implement plain writing standards within federal agencies to ensure government documents are written in a clear, concise, and well-organized manner. This final guidance on implementing the Act rescinds and replaces previous guidance issued by OMB in November 2010 in Memorandum M-11-05: Preliminary Guidance for the Plain Writing Act of 2010 and outlines agency requirements and deadlines for implementing the Plain Writing Act. « Read the rest of this entry »

RPPR Data Dictionary Update

As part of its ongoing support of the Research Performance Progress Report (RPPR) initiative, the Grants Management Line of Business (GMLOB) has been engaging research agencies in a collective effort to develop a standard government-wide RPPR data dictionary. Agency representatives have been proactively collaborating on the development of this dictionary, which will result in increased RPPR implementation efficiency and inter-agency information sharing. Throughout April and May, the GMLOB Program Management Office (PMO) designed and facilitated four cross-agency vetting sessions with stakeholders to make specific data element decisions and finalize the dictionary. « Read the rest of this entry »

Delivering on the Accountable Government Initiative and Implementing the GPRA Modernization Act

On January 4, 2011, the President signed the Government Performance and Results Modernization Act of 2010 (here after GPRA Modernization Act), which  modernizes the federal government’s performance management framework by building upon parts of the Government Performance and Results Act (GPRA) Act of 1993 as well as addressing some of its weaknesses. In an effort to assist agencies in implementing the GPRA Modernization Act, the Office of Management and Budget (OMB) issued Memorandum M-11-17: Delivering on the Accountable Government Initiative and Implementing the GPRA Modernization Act of 2010 to highlight a few of the key requirements and immediate agency implementation actions of the GPRA Modernization Act. « Read the rest of this entry »

GAO Report on Grants.gov

On May 6, 2011, the Government Accountability Office (GAO) released “Grants.gov: Additional Action Needed to Address Persistent Governance and Funding Challenges,” which presents the GAO’s findings from a study of the governance and funding challenges being experienced by Grants.gov. GAO examined the key factors the Department of Health and Human Services (HHS), as managing partner for Grants.gov, should consider when proposing a funding model for Grants.gov and how the Grants.gov governance bodies could address Grants.gov’s governance challenges, which were highlighted in the 2009 GAO report “Grants Management: Grants.gov Has Systemic Weaknesses that Require Attention.” « Read the rest of this entry »
